Solar Homes Program
Run by Solar Victoria, the Solar Homes Program is a Victorian Government initiative designed to support Victorians to take control of their energy bills and tackle climate change. It provides rebates and interest-free loans for solar panels and hot water systems.
Solar panel rebate Victoria
For eligible households, Solar Victoria offers rebates of up to $1400* on the cost of a solar panel system along with interest-free loans to the same value.

Hot water rebate Victoria
Solar Victoria offers rebates of up to $1000* on heat pump and solar hot water systems for eligible Victorians. For households that choose an eligible locally made hot water system, a higher rebate of up to $1400* is available.

Cheaper Home Batteries Program
Solar battery rebate
Households and small businesses may be eligible for a discount of around 30% on the upfront cost of installing a battery. The discount is based on the battery’s usable capacity and is generally provided to households via solar and battery retailers in the form of small-scale technology certificates (STCs).

Victorian Energy Upgrades program
The Victorian Energy Upgrades (VEU) program is designed to help households cut power bills and reduce emissions with discounts on energy-saving products. These include heating and cooling systems, induction cooktops, shower heads, clothes dryers, window glazing and more.
Heating and cooling rebate Victoria
Households can access a discount when installing a VEU-approved reverse cycle air conditioner, capable of both cooling and heating the home.
Depending on the type of product being installed and whether you’re replacing an old system or simply installing a new one, discounts for households can range from less than $100 to over $5000*.

Hot water rebate Victoria
Discounts are available through the VEU program when upgrading a gas or electric hot water system. Discounts range from $560-$910* depending on the old system being replaced and the product you're installing.

Induction cooktop rebate Victoria
Eligible households with an existing gas cooktop can access a discount of around $140* to install an induction cooktop.

Other appliances and energy efficiency upgrades
The Victorian Energy Upgrades program offers discounts on several other appliances and energy efficiency upgrades. These include:
- Shower heads
- Clothes dryers
- Window glazing
- Weather sealing products (e.g. sealing windows, doors and exhaust fans)
- In-home energy displays

Energy Bill Relief Fund 2025
Electricity bill rebate
The Federal Government’s Energy Bill Relief Fund provides $150 in energy bill rebates to all households, applied to energy bills in two $75 quarterly instalments from July-December 2025.*
In most cases your energy retailer should apply these to your bills automatically, so you won’t have to do anything.
However, if you live in an embedded network (like an apartment), you’ll need to apply for the Energy Bill Relief on the Victorian Energy Compare website — unless you're with Energy Locals, Origin, Momentum or WinConnect, who will apply it automatically.
Power Saving Bonus

Concession card holders in Victoria may also be eligible for a one-off $100 payment as part of Victoria’s Power Saving Bonus program. Eligible households will be able to apply through the Victorian Energy Compare website from 25 August.

Other incentives
Electric vehicle (EV) benefits
While the Victorian Government doesn’t currently offer any EV rebates, EV owners can get a discount of $100 a year on their registration.*
EV drivers can also enjoy the following benefits at a national level:
- Battery electric vehicles are exempt from fringe benefits tax (FBT).*
- Fuel efficient vehicles have a higher luxury car tax (LCT) threshold of $91,387 compared to $80,567 for petrol and diesel vehicles.*
